Stored XSS via unencoded Entry Type label

Stored XSS in Craft CMS 5.0.0-RC1 through 5.8.21 allows remote authenticated users to execute JavaScript via an Entry Type name. In Entries::getTableData(), the untrusted getUiLabel() result is passed as labelHtml to Html::a() without HTML encoding in the Entry Types table. Exploitation requires an administrator account and allowAdminChanges enabled; the payload runs when the table renders in another administrator's browser.
