Administrator-session script execution via unencoded tax-zone fields

Stored XSS in Pixel & Tonic Craft Commerce 4.0.0-RC1 through 4.10.0 and 5.0.0 through 5.5.1 allows remote authenticated users to execute script. TaxZonesController::actionIndex passes translated tax-zone name and description values into table labels without HTML encoding. An account with control-panel, Commerce, store-settings, and tax-management permissions must save the payload, and an administrator must open the Tax Zones page; an elevated administrator session allows account promotion.
