Administrator-session script execution via unencoded tax fields

Stored XSS in Craft Commerce 4.0.0-RC1 through 4.10.0 and 5.0.0 through 5.5.1 allows remote authenticated users to run script. TaxCategoriesController::actionIndex places stored name and description values into control-panel table data without HTML encoding. An account with control-panel, Commerce, store-settings, and tax-management permissions can plant the payload; administrator interaction executes it and enables session-context actions, including account elevation when an elevated session is active.
