Persistent protected access via skipped expiration check

Insufficient session expiration in OpenEMR before 8.0.0 allows remote attackers with a valid session cookie to retain protected access. In library/auth.inc.php, a nonempty skip_timeout_reset request value bypasses SessionTracker::isSessionExpired() and forced logout instead of only suppressing timer renewal. Session timeout must be enabled and the cookie must remain accepted; repeated requests preserve access to protected health data after inactivity expiration.
