Predictable token generation in PEAR pearweb before 1.33.0 allows remote attackers to verify election account requests without authorization. The _makeSalt() method in include/election/pear-election-accountrequest.php hashes a username and microtime() components with MD5, producing a guessable verification value. Exploitation requires predicting the request creation-time window and results in unauthorized account verification rather than data modification or service interruption.
