Cross-repository label modification via unscoped ID lookup

Broken access control in Gogs before 0.14.1 allows remote authenticated users to modify labels in other repositories. UpdateLabel passes an attacker-selected label ID to GetLabelByID, whose unscoped lookup omits the repository from the URL, then writes the returned label. Write access to any repository and a target label ID are required; successful requests can rename or recolor another repository's labels.
