Phishing redirects via malformed _next URL validation

Open redirect in web2py 2.27.1-stable+timestamp.2023.11.16.08.03.57 and earlier allows remote attackers to redirect users via crafted URLs. The prevent_open_redirect function fails to reject a slash-prefixed _next target with encoded whitespace before an external host, allowing host validation to be bypassed. Exploitation requires a user to follow the crafted link; the resulting redirect can send the browser to an attacker-controlled phishing site.
