Procedure configuration tampering via missing endpoint ACLs

Authorization bypass in OpenEMR before 8.0.0 allows remote authenticated users to alter procedure type configuration. The types_edit.php endpoint processes save and delete submissions without checking the caller's administrative ACL, while types_ajax.php exposes procedure data without its parent page's ACL gate. Any authenticated account, including a Receptionist role, can view, add, modify, or delete procedure types, affecting order-management integrity.
