Secret disclosure via INI environment interpolation

Information disclosure in October CMS before 3.7.14 and 4.0.0 through 4.1.9 allows remote authenticated users to read secrets via page settings. The INI settings parser passes attacker-controlled fields to PHP parse_ini_string(), which expands environment-variable tokens and stores their resolved values in a template that the editor can reopen. Exploitation requires Editor access and cms.safe_mode; exposed data can include application keys, database passwords, and cloud credentials.
