Cross-repository comment deletion via unchecked ownership

Authorization bypass in Gogs 0.13.4 and earlier allows remote authenticated users to delete comments across repositories by comment ID. DeleteComment resolves the URL-supplied comment ID globally, checks administrative rights only on the repository named in the URL, and passes the ID to DeleteCommentByID without confirming that the comment's issue belongs to that repository. Exploitation requires administrator access to any repository and knowledge of a target comment ID; success deletes that comment from another repository.
