Private label disclosure via missing visibility check

Missing authorization in Gitea before 1.26.3 allows remote attackers to read private organization label metadata through its API. The Organization Labels API attached token-scope and route-assignment checks to label reads but omitted the organization-visibility check, so list and item requests returned full Label objects. A private organization with labels must exist; non-members can read names, descriptions, colors, IDs, and URLs, but write operations remain protected.
