Arbitrary file writes via flawed tar path validation

Relative path traversal in vlt before 1.0.0-rc.10 allows local users to write files outside the extraction root via crafted tar paths. In src/tar/src/unpack.ts, checkFs used a faulty regular expression and prefix test instead of resolving each archive path and confirming that it remained under the temporary extraction root. A malicious dependency tarball must reach the local install workflow; traversal can overwrite a Git executable that a nested dependency later causes vlt to run.
