Unauthorized pull-request branch modification via flawed permission checks

Improper access control in Gitea before 1.25.5 allows remote attackers to update or rebase pull request branches without authorization. When maintainer edits were enabled, IsUserAllowedToUpdate accepted a maintainer's base-branch merge permission without requiring the pull-request poster's push or force-push permission on the head branch. Reachability requires a pull request permitting maintainer edits and an update or rebase action; exploitation changes head-branch code without disclosing data or interrupting the service.
