Unauthorized course-unit creation via missing role enforcement

Broken access control in Open eClass before 4.2 allows remote authenticated users with student accounts to create new course units. The /modules/units/index.php endpoint accepts a unit-creation POST from a student session without enforcing the instructor-or-administrator role check. Student-level access is sufficient, and the resulting unauthorized writes alter stored course structures without exposing data or interrupting service.
