Authenticated internal service access via ExternalName routes

SSRF in Zalando Skipper before 0.24.0 allows remote authenticated users to send requests to internal services through ExternalName routes. The Kubernetes ingress data client converts an Ingress backend referencing an ExternalName Service into a proxy route without requiring an opt-in or destination allowlist. Creation rights for both an Ingress and an ExternalName Service are required, and successful use reaches only services accessible from Skipper.
