Unauthenticated service interruption via unbounded password comparison

DoS in Mattermost 10.11.0 through 10.11.10, 11.2.0 through 11.2.2, and 11.3.0 allows remote attackers to interrupt service via long login passwords. The legacy bcrypt CompareHashAndPassword path passes a multi-megabyte login password into password comparison without first enforcing PasswordMaxLengthBytes. No account or user interaction is required; repeated oversized login requests exhaust server CPU and memory and interrupt availability.
