Sensitive backup generation via missing permission check

Missing authorization in phpMyFAQ 4.0.16 and earlier allows remote authenticated users to generate sensitive configuration backups. The /api/setup/backup handler in SetupController.php checks userIsAuthenticated() but omits the configuration or administrator permission check. Any logged-in non-admin can trigger backup creation and obtain the ZIP path; secret exposure additionally requires the archive to be web-accessible.
