Authenticated attachment disclosure via permissive permission check

Improper access control in phpMyFAQ 4.0.16 and earlier allows remote authenticated users to download restricted FAQ attachments. In attachment.php, the access decision uses isset() on the dlattachment permission, so a present but false right passes, while its group-and-user conditional can collapse to group permission alone. A non-admin account, an attachment linked to an FAQ record, and disabled guest downloads are required; successful requests disclose attachment contents without granting write access.
