Local private-key disclosure via permissive folder ACLs

Incorrect permissions in affected Icinga 2 Windows releases allow local users to read private keys and synchronized configuration. The Windows MSI creates C:\ProgramData\icinga2\var without restricting its ACL, leaving the folder and its child items readable by all local accounts. A low-privileged Windows account is sufficient to obtain endpoint private keys, synchronized configuration, and persisted state data.
