Cluster-state disclosure and tampering via unauthenticated FastAPI

Missing authentication in NVIDIA TensorRT-LLM 1.3.0rc16 and earlier allows local users to read, write, or delete cluster state. The disaggregated orchestrator's FastAPI server accepts state-management requests without authenticating the caller. Access to the locally reachable server is sufficient to disclose internal state, tamper with routing data, or interrupt inference service.
