Unauthenticated blind SSRF via public-key URL

SSRF in Sigstore Rekor before 1.5.0 allows remote attackers to make the server send GET requests to arbitrary internal services. The /api/v1/index/retrieve SearchIndexHandler passes a user-provided public-key URL to FileOrURLReadCloser, which performs an unrestricted HTTP GET. No authentication or user interaction is required; the blind response permits internal-network probing but neither response exfiltration nor state changes.
