Improper access control in Horilla HRMS 1.4.0 allows remote authenticated users to approve their own uploaded documents. The document-approval endpoint accepts an employee-supplied status change from requested to approved without enforcing its administrator-only authorization rule. Employee-level access is sufficient to alter HR workflow state and mark unvetted credentials or supporting materials as approved.
