Authenticated 2FA bypass via None equality check

Authentication bypass in Horilla HRMS 1.4.0 allows remote authenticated users to access 2FA-protected accounts without a valid OTP. The get_otp() function clears an expired OTP and returns None, while an omitted otp POST field also becomes None, so user_otp == otp marks the session as verified. Valid account credentials and an expired OTP session are required; exploitation grants the targeted account's privileges, including HR data access and changes.
