Application-instance crash via in-memory tarball extraction

Uncontrolled resource consumption in Hex.pm before 2026-03-10 allows remote authenticated users to crash an application instance. The package-publishing request path buffers the uploaded body and unpacks its tarball in memory, allowing oversized or concurrent uploads to exhaust available memory. A package publisher must submit a sufficiently large archive or concurrent large publishes; the resulting failure interrupts publishing and possibly other processing on that instance.
