Victim-session script execution via unencoded memorandum ID

Reflected XSS in WeGIA before 3.6.2 allows remote attackers to run JavaScript in a victim's browser through a crafted link. The html/memorando/insere_despacho.php endpoint reflects the id_memorando GET value into its HTML response without context-appropriate encoding. A victim must follow the malicious link; the resulting script can read accessible session data, issue requests as the victim, or replace page content.
