Stored XSS via unescaped subproject name

Stored cross-site scripting in OpenProject 16.3.0 through 16.6.4 allows remote authenticated users to execute script in another user's browser. The Roadmap view's link_to_work_package helper prepends a user-controlled subproject name and marks the combined link html_safe without escaping it. An attacker needs permission to set a project name, and execution requires another user to view a roadmap containing a related work package.
