Local service interruption via ring-parameter memory leaks

A memory leak in the Linux Kernel ICE driver's ring-parameter handler allows local users to interrupt service through failed Rx-ring setup. In ice_set_ringparam(), rx_rings allocation failure jumps to done without freeing tx_rings or xdp_rings, while individual Rx-ring setup failure jumps to free_tx without freeing xdp_rings. Reachability requires local low privileges and an ICE interface operation that reaches either failure path; repeated leaks can exhaust kernel memory and disrupt system availability.
