Local service interruption via QPL cleanup overrun

Out-of-bounds access in the Linux Kernel gve driver allows local users to interrupt service during DQ-QPL transmit cleanup. gve_tx_clean_pending_packets uses the RDA cleanup path in QPL mode, treating shared buffer IDs as DMA addresses and indexing beyond the dma array. Low-privilege local access and a gve interface operating in DQ-QPL mode are required; the reported consequence occurs during ring shutdown or reset.
