Kernel crash via disabled-IPv6 neighbor suppression

NULL pointer dereference in Linux Kernel from 4.15 allows local users to crash the kernel through Neighbor Discovery traffic. br_do_suppress_nd() passes the uninitialized ipv6_stub->nd_tbl pointer to neigh_lookup() when IPv6 initialization has been skipped. Triggering the crash requires ipv6.disable=1 at boot, bridge neighbor suppression enabled, and an ICMPv6 Neighbor Discovery packet reaching the bridge.
