Kernel panic via ETS quantum-sum overflow

Divide-by-zero in the Linux Kernel ETS scheduler allows local users to panic the kernel through a crafted qdisc configuration. In ets_offload_change, 32-bit unsigned q_sum and q_psum accumulators wrap while averaging DRR quanta, leaving a zero divisor during WRR weight calculation. The path requires local permission to configure an ETS qdisc for hardware offload; successful triggering crashes the host without disclosing or modifying data.
