Kernel BUG via preemptible per-CPU access

A preemption-context error in Linux Kernel blktrace allows local users to trigger a kernel BUG through block-trace activity. __blk_add_trace() calls tracing_record_cmdline() before ring-buffer reservation disables preemption, causing unsafe per-CPU reads and writes while the task remains preemptible. The condition requires block tracing on a preemptible kernel; it corrupts trace command-line state and produces a BUG warning, while system interruption depends on kernel warning policy.
