Service interruption via stale deferred ATA work

Denial of service in affected Linux Kernel versions allows local users to interrupt service through timed ATA command failures. After ap->deferred_qc is cleared during timeout or error recovery, libata leaves queued ata_scsi_deferred_qc_work pending, so stale work can act on a later non-NCQ command while NCQ commands remain in flight. Local access and the specific NCQ/non-NCQ, timeout, reset, and requeue sequence are required; WARN_ON becomes a kernel crash when panic-on-warning behavior is enabled.
