SCSI host teardown hang via reference leak

Denial of service in the Linux Kernel allows local users to hang SCSI host teardown after SCSI device allocation fails. The scsi_alloc_sdev failure path omits kref_put after scsi_realloc_sdev_budget_map fails, leaving tagset_refcnt elevated. Reachability requires local low-privileged access and an SCSI device-allocation failure; the demonstrated consequence is an iscsid hang.
