Local kernel memory corruption via devmap race

Race condition in Linux Kernel 6.18 through 6.18.16, 6.19 through 6.19.6, and 7.0-rc1 allows local users to corrupt kernel memory. The devmap bq_enqueue and __dev_flush paths rely on local_bh_disable for serialization, but PREEMPT_RT leaves them preemptible, allowing concurrent bq_xmit_all operations to reuse and free the same queue entries. Exploitation requires local access, a PREEMPT_RT kernel, and creation of an XDP program and devmap; unprivileged users can obtain the required CAP_NET_ADMIN in a user namespace.
