Service interruption via VXLAN IPv6 NULL dereference

A NULL pointer dereference in the Linux Kernel VXLAN path allows local users to interrupt service by transmitting an IPv6 packet. With IPv6 disabled at boot, inet6_init exits before ndisc_init initializes nd_tbl, but route_shortcircuit still passes that NULL table to neigh_lookup. Exploitation requires ipv6.disable=1, a VXLAN transmit path, and local packet-injection access; the resulting kernel oops affects availability.
