Device freeze via incorrect PLIC enable-state check

Denial of service in the Linux kernel's SiFive PLIC driver allows local users to freeze an interrupt-driven device by changing IRQ affinity. The plic_irq_eoi() path tests generic IRQ-disabled state instead of the PLIC enable bit, so it can send completion while the handling hart's source is disabled and the controller silently ignores it. The condition requires local privilege to change IRQ affinity during active interrupt handling; the affected device can remain frozen when its interrupt never completes.
