Service interruption via XDP program refcount mishandling

Resource-management error in the Linux Kernel allows local users to interrupt service during failed MediaTek Ethernet XDP setup. In mtk_xdp_setup(), an mtk_open() failure leaves the eBPF program pointer on the replacement program and decrements old_prog's reference count instead of restoring the pointer without releasing the old program. The path requires local privileges to reconfigure XDP on a MediaTek Ethernet device and an mtk_open() failure; the published impact is loss of system availability.
