Kernel crash via PTP rebuild race

NULL pointer dereference in Linux Kernel 6.9 through 6.18.9 allows local users to crash the kernel during an ICE virtual station interface rebuild. The ice_ptp_rebuild function requeues periodic PTP work before ice_rebuild restores vsi->rx_rings, so ice_ptp_update_cached_phctime dereferences a NULL ring pointer. Reachability requires ICE hardware with PTP ready and a reset-driven VSI rebuild; affected 6.19-rc1 through 6.19-rc8 builds also crash without data disclosure or modification.
