Local availability loss via unlocked receive-mode update

Availability failure in Linux Kernel 6.17 allows local users to trigger an RTNL assertion through an IPv6 multicast join. The cpsw_ndo_set_rx_mode callback calls vlan_for_each without the RTNL lock after multicast membership paths stopped holding that lock. A low-privilege process on a Linux system using the TI CPSW Ethernet driver can reach the path with an IPv6 socket option, producing a kernel warning and availability loss.
