Local system hang via procfs lock inversion

Improper locking in Linux Kernel 6.11 through 6.12.69 and 6.13 through 6.18.9 allows local users to hang the system via PROCMAP_QUERY. do_procmap_query fetches an optional file build ID while retaining mmap_lock or a per-VMA lock, permitting inverse acquisition with the block-device inode lock. A low-privileged local process must issue the procfs maps ioctl against a suitable file-backed VMA; successful triggering deadlocks the kernel and interrupts the host.
