Local system hang via interrupt-unsafe seqcount update

Deadlock in Linux Kernel flexible proportions code allows local users to hang the system by racing writeback accounting with a hard interrupt. fprop_new_period() begins a sequence-counter write without disabling hard interrupts, so an interrupt-side fprop_fraction_percpu() read sees an odd sequence and loops indefinitely. The deadlock requires a BDI maximum writeout fraction, a rare setting that is common for FUSE backing-device instances; exploitation interrupts the host service without reading or altering data.
