Kernel warning via inconsistent SVE ptrace state

State inconsistency in Linux Kernel 6.16 through 6.18.7 allows local users to trigger a kernel warning through an SVE ptrace write. On arm64 systems with SVE but without SME, sve_set_common() stores the register data in FP_STATE_SVE format but leaves TIF_SVE clear because its update is wrongly gated on system_supports_sme(). The tracee must be locally accessible through ptrace; fpsimd_restore_current_state() repairs the flag before any other check, so the warning is the only reported effect.
