Local kernel crash via missing SSVE allocation

NULL pointer dereference in affected arm64 Linux Kernel branches allows local users to crash the kernel via a restored ZA context. restore_za_context() sets TIF_SME without first allocating sve_state, so later register-state storage dereferences a NULL pointer. Triggering requires an uncommon ZA signal context not created by the same task, such as a checkpoint restored by CRIU; the reported consequence is a kernel oops and service interruption.
