Suspend disruption via misordered RIIC power callbacks

A suspend-ordering flaw in the Linux kernel 6.12 RIIC driver allows I2C transfers after the controller has already been suspended. The driver's system-sleep callbacks disable runtime power management before dependent devices finish I2C work, leaving an autosuspended controller unable to wake until resume_early. The issue requires a suspend or resume cycle on hardware using the Renesas RIIC controller and can trigger a kernel warning or leave some I2C devices unavailable during that transition.
