Remote netdevice teardown hang via refcount leak

Denial of service in Linux Kernel allows remote attackers to hang CAN netdevice teardown via duplicate J1939 RTS/BAM frames. j1939_xtp_rx_rts_session_active() cancels an active receiver timer without deactivating the session, leaking its reference count. A bound J1939 socket and CAN-network access are required; leaked references pin the netdevice and can indefinitely block device or namespace teardown.
