Authenticated task-log disclosure via wrong permission check

Authorization bypass in Apache Airflow 3.1.0 through 3.1.6 allows remote authenticated users to retrieve task-log URLs without log access. The externalLogUrl route checks Task Instance access instead of the distinct Task Logs permission before returning the log location. A custom role with task access but no task-log access is sufficient, exposing task output and any sensitive operational data it contains.
