Cluster privilege escalation via unchecked RawItem scope

Authorization bypass in TenantResource RawItems in Capsule before 0.13.0 allows remote authenticated users to create cluster-scoped resources. HandleSection in internal/controllers/resources/processor.go accepts any RawItem kind, assigns a namespace that Kubernetes ignores for cluster-scoped objects, and creates the object with the controller's privileges. Tenant Owner privileges and the default cluster-admin controller binding are required; admission controls can block crafted objects, but successful exploitation breaks tenant isolation and grants cluster-level privileges.
