Node crash via undersized ECIES ciphertext

Improper input validation in Ethereum Foundation go-ethereum before 1.16.8 allows remote attackers to crash a node via a p2p message. The ECIES Decrypt path accepts ciphertext shorter than one AES block because its minimum-length check counts one byte instead of the cipher block size. A network peer able to deliver the crafted handshake ciphertext can terminate the Geth process, interrupting the node without affecting confidentiality or integrity.
