Subscription-limit bypass via unlocked tunnel registration

TOCTOU race condition in OutRay before 0.1.5 allows remote attackers to exceed subscription limits through concurrent tunnel registrations. The tunnel registration endpoint reads the active count from Redis and then inserts a database row without a transaction or row lock, so parallel requests act on the same stale count. Exploitation requires concurrent registrations and consumes server resources without the subscription charges intended for the additional tunnels.
