Service interruption via unchecked ArrayBuffer hydration

Resource exhaustion in Svelte devalue 5.1.0 through 5.6.1 allows remote attackers to interrupt services via crafted parse input. The devalue.parse ArrayBuffer hydration path decodes a supplied value as base64 without first requiring a string, while malformed references recurse during hydration and consume disproportionate CPU or memory. Reachability requires an application to pass externally supplied serialized data to devalue.parse; successful input exhausts resources and interrupts the consuming process.
